Eagan Kitchen Remodeling Resources
Did You Know
- An Eagan kitchen remodel takes a city building permit, a mechanical permit if ductwork moves, and a plumbing permit.
- The electrical permit comes from the state, and the State Electrical Inspector rather than a city inspector signs it off.
- If the project widens an opening or takes out a wall, that is an alteration and needs plan review with header sizing and the span of the framing above shown on the plans, so budget 7 to 10 business days before the permit issues rather than assuming a counter transaction.

Answers to what Eagan homeowners ask us most about kitchen remodeling. Click a question to expand it.
Do I need a permit for a kitchen remodel in Eagan, MN?
Yes, and it comes in pieces. Eagan issues the building permit, a mechanical permit if ductwork moves, and a plumbing permit — but the electrical permit comes from the State at dli.mn.gov, and the State Electrical Inspector rather than a city inspector performs those inspections. Eagan runs a paperless system, so applications are accepted only through the online portal.
How long does plan review take in Eagan?
It depends entirely on whether an opening changes. Replacing a window or door in its existing opening needs a permit but no plan review at all. Altering an opening — which is what taking out a kitchen wall amounts to — does require review, and Eagan asks you to allow 7 to 10 business days. Staff contact you when the permit is ready. That is a real difference to plan around, not a formality.
What do Eagan plans need to show for opening up a kitchen?
The structural work, on paper, before the permit issues. Eagan requires the header size together with the direction and span of the floor or roof framing above the opening. In the 1980s and 1990s two-storeys around Lexington and Diffley that carry load through the middle of the house, that means the beam is sized during design rather than decided when the wall is already open.
What kind of kitchens do you remodel in Eagan?
Mostly the closed-off kind. Eagan grew fast in the 1980s and 1990s as the corporate offices arrived, and the housing built for that wave has a consistent signature — a kitchen shut off from the living space, soffits above the cabinets, an oversized formal dining room next door that nobody uses, and finishes that are simply of their decade. The structure is sound. The floor plan is the problem, and it is a solvable one.

Bathroom Remodeling in Eagan
Aging tile and worn fixtures, fiberglass tub surrounds, inadequate ventilation, poor storage, and cramped layouts are the most common bathroom challenges we address.
Eagan homeowners take these on to improve daily function, update the look, and add resale value.

"From start to finish, Honey-Doers did a spectacular job of a complete redo of my master bath and updating to the master bedroom. Dan and his crew (especially Joe) were a joy to work with. Shelly and Dan did a fabulous job of guiding me through the fixture selection process. There was no dumpster in the driveway as all rubbish was removed daily (which I appreciated). I also received updates at the end of each day from Dan or Ryan. Project started and ended on schedule.I wouldn't hesitate to refer Honey-Doers and in fact, a neighbor and is about to embark on a master bath fix."

Eagan Bathroom Remodeling Resources
Did You Know
- Any glazing installed within a bathing area less than 5 feet above the drain must be safety glazed, which covers most windows in a tub or shower surround and a good number of the ones beside them.
- Where water damage is found once things are open — common enough in a bathroom — Eagan asks that you call 651-675-5675 to schedule a site visit so the extent can be verified, with any repair inspected before it is covered and the inspector deciding whether an additional permit is needed. We would open that conversation rather than quietly close the wall.

Answers to what Eagan homeowners ask us most about bathroom remodeling. Click a question to expand it.
Do I need a permit for a bathroom remodel in Eagan?
Yes — a city building permit plus plumbing and mechanical permits, applied for through Eagan's online portal, with the electrical permit coming from the State and inspected by the State Electrical Inspector. Permits must be paid before work begins or inspections can be scheduled, and a project is not complete until a city inspector approves the final.
What are Eagan's safety glazing rules for bathrooms?
Any glazing installed within a bathing area less than 5 feet above the drain must be safety glazed. In practice that covers a window inside a tub or shower surround and most of the ones immediately beside it — a detail that decides whether an existing window can stay when a tub becomes a walk-in shower. Glass within 24 inches of either side of a door and glazing within 18 inches of the floor also has to be safety glass.
What happens if you find water damage in my Eagan bathroom?
We tell you, and Eagan has a stated process for it. The city asks that you call 651-675-5675 to schedule a site visit so an inspector can verify the extent of the damage. Any repairs must be inspected before they are covered, and the inspector determines whether an additional permit is required. It is the right way to handle it and it is what we do — a wall quietly closed over rot is a problem deferred to the next owner.
Can you update a 1990s Eagan bathroom?
It is one of our most common projects here. The main baths in Eagan's 1980s and 1990s two-storeys tend to share a pattern: a builder-grade vanity, an alcove tub with a surround, a single fan that was the cheapest option available, and a layout that works but was never generous. The structure rarely needs anything. The gain comes from reworking the fixtures and the light, and often from converting the tub nobody uses.

Basement Remodeling in Eagan
Unfinished or partially finished lower levels, moisture concerns, low ceiling heights, and the challenge of creating livable space from raw square footage are the most common basement issues we solve.
Eagan homeowners take these on to improve daily function, update the look, and add resale value.

- Every bedroom in an Eagan lower level needs an escape window of at least 5.7 square feet net clear opening, with a minimum clear height of 24 inches, a minimum clear width of 20 inches, and a finished sill no more than 44 inches above the floor.
- Cutting a new opening for an escape window is an alteration rather than a replacement, so it goes through plan review with the header size and the span of the framing above it shown on the drawings — allow 7 to 10 business days.
- Smoke detectors are required on all levels and in all sleeping areas, centrally located in hallways, and any existing hardwired detectors must remain hardwired. Carbon monoxide detectors are required by law in all single-family homes, within 10 feet of every sleeping room.
- Eagan electrical inspections are the State's rather than the city's.

Answers to what Eagan homeowners ask us most about basement remodeling. Click a question to expand it.
What egress window does Eagan require in a finished basement?
Every bedroom needs an escape window with a minimum net clear opening of 5.7 square feet, a minimum net clear opening height of 24 inches, a minimum net clear opening width of 20 inches, and a finished sill height of no more than 44 inches above the floor. Cutting a new opening for one counts as altering an opening rather than replacing a window, so it goes through plan review — allow 7 to 10 business days.
What does Eagan need on the plans for a basement egress window?
More than the window itself. Because a new opening is an alteration, the submittal must show its location and dimensions, the type of window, and — the part most often missing — the header size together with the direction and span of the floor or roof framing above the opening. Getting that right at design stage is what keeps the permit moving rather than sending it back.
What alarms are required when finishing an Eagan basement?
Smoke detectors on all levels and in all sleeping areas, centrally located in hallways. Battery-operated units are acceptable in areas that are not under construction, but any existing hardwired detectors must remain hardwired. Carbon monoxide detectors are required by law in all single-family homes in Minnesota and must be placed outside and within 10 feet of all sleeping rooms.
Is my Eagan basement a walkout?
A good number are, and it matters more than people expect. Eagan's terrain rolls, and the wooded and sloping lots around Blackhawk Lake and the city's ponds put a large share of homes on walkout or lookout lower levels. A walkout already has the daylight and the exit that a standard basement has to manufacture with an egress window and a well, which usually makes it the best value square footage in the house. We will tell you honestly which one you have.

Whole-Home Remodeling in Eagan
Builder finishes aging across multiple rooms, inconsistent design styles, outdated mechanical systems, and the complexity of coordinating multiple trades are the challenges whole-home remodeling solves.
Eagan homeowners take these on to improve daily function, update the look, and add resale value.

Eagan Whole-Home Remodeling Resources
Did You Know
- A whole-home project in Eagan runs a building permit with mechanical and plumbing permits alongside it, a state electrical permit inspected by the State Electrical Inspector, and possibly a stormwater management permit if the work disturbs land — Water Resources handles that on 651-675-5300.
- Where an addition is involved, the site plan has to show the existing and proposed structures with setbacks from property lines, including the septic area and well where those apply, and the building plans have to include footing size and depth, joist and header sizing, lumber grade and species, and braced wall design for lateral wind load.
- Footings go 42 inches or more below grade.
- Eagan does not publish setback and size limits in its handouts — the Planning Division on 651-675-5685 is the authority, and structures are not permitted in easements at all.

Answers to what Eagan homeowners ask us most about whole-home remodeling. Click a question to expand it.
What permits does a whole-home remodel need in Eagan, MN?
A building permit with mechanical and plumbing permits alongside it, all through Eagan's paperless online portal, plus a state electrical permit inspected by the State Electrical Inspector rather than the city. If the work disturbs land, a stormwater management permit may also be required — Water Resources handles that on 651-675-5300. Permits are paid before work starts, and nothing is complete until a city inspector approves the final.
Can I add on to my Eagan home?
Usually, but the zoning answer does not come from the building department. Eagan deliberately does not publish setback and size limits in its handouts and refers you to the Planning Division on 651-675-5685 — so that is the first call, not the last. Structures are not allowed in easements at all, and Engineering on 651-675-5646 holds the easement locations. Once the envelope is settled, footings go 42 inches or more below grade.
What do Eagan addition plans have to include?
A site plan to scale showing the existing and proposed structures with setbacks from the property lines, including the septic system area and well where those apply. The building plans then need header sizes, window and door sizes and locations, rafter spacing and direction, floor joist size and spacing, post locations, footing size and depth, guardrail and stairway dimensions, lumber grade and species, and braced wall design for resistance to lateral wind load. It is a thorough list, and preparing it properly is most of what keeps a review to one round.
Is there a deadline on Eagan permits?
For exterior work, yes — it must be completed within 180 days of the permit being issued. That is worth knowing before a large project is phased across a Minnesota winter, because a scope that stalls in November can run out of permit before spring. We plan exterior sequencing around it rather than against it.

Neighborhoods We Serve in Eagan
We're familiar with the housing stock, styles, and character of Eagan's neighborhoods, and we bring that local knowledge to every project.
Cedar Grove
One of the first large-scale residential developments in the city, and still the place where a remodel meets Eagan's oldest housing rather than its subdivisions. Kitchens here were built closed off from everything else, so the work is usually structural before it is decorative.
Blackhawk Lake
Wooded, sloping lots where walkout and lookout lower levels are the norm. A walkout already has the daylight and the exit a standard basement has to manufacture, which is why finishing one here reliably returns more than the same spend upstairs.
Lexington and Diffley
Central Eagan's 1980s and 1990s two-storeys and splits — the houses the city grew for. Soffited kitchens, an oversized formal dining room nobody uses, and a main bath untouched since it was built are the pattern we see most often on this side of town.
Pilot Knob
Established homes along the corridor that runs past the Municipal Center. Owners here tend to be second or third in the house and planning to stay, so the projects are larger in scope and longer in horizon — whole floors reworked rather than a single room refreshed.
Building in Eagan
Eagan grew up twice. It was farmland first, and in the early twentieth century it called itself the onion capital of the world, a title that ended around 1930 when poor harvests and southern competition caught up with it. Then Interstate 494 arrived in the early 1970s, the village incorporated in 1972 and the city in 1974, and corporate offices followed. Northwest Airlines put its headquarters here in the 1980s.
The housing came with them. Most of what we work on is 1980s and 1990s two-storeys and split-levels built quickly for people moving in for jobs: sound structure, enclosed floor plans, soffited kitchens, and finishes of their decade. The terrain rolls, and the wooded lots around Blackhawk Lake and the city's other lakes and ponds put a large share of homes on walkout or lookout lower levels, which changes what finishing one is worth.
Frost depth: Eagan is in Minnesota's frost Zone II, so footings for an addition go at least 42 inches below grade.

Permits and Inspections in Eagan
Useful reference as you plan: where Eagan issues permits, how the inspection process runs, and how to verify who you're hiring before you sign anything. We pull the permits and coordinate every inspection ourselves once you're working with us.
Where the permit comes from
Eagan's Building Inspections division at the Municipal Center, 3830 Pilot Knob Road, on 651-675-5675 or buildinginspections@cityofeagan.com. Eagan runs a paperless system — permit applications are accepted only through the online portal — and inspections are booked by phone or online. Two other numbers are worth having: Planning on 651-675-5685, because Eagan does not publish setbacks in its handouts and refers you there, and Water Resources on 651-675-5300 for stormwater. City phone numbers change from time to time — if any of these don't connect, cityofeagan.com/buildinginspections has the current ones.
How the process runs
Eagan draws a sharp line based on whether an opening changes. Replacing a window or door in its existing opening needs a permit but no plan review, and the permit can be issued the same day. Altering an opening does require plan review, and the submittal has to include the header size with the direction and span of the floor or roof framing above it — so a wall that is being opened up is engineered on paper before the permit issues. Allow 7 to 10 business days for that review. Eagan is also unusually specific about money and time: a permit covering two or more windows or doors is $135.65 including the state surcharge and a single same-sized unit is $65.75, while new openings are priced on valuation — and exterior work authorised by a building permit must be completed within 180 days of issuance. Electrical is not a city inspection here; electrical permits come through the state at dli.mn.gov and the State Electrical Inspector performs those inspections.
