What basement remodeling specifically triggers
Rosemount runs a separate, simpler track for a basement finish: a flat $176 permit (state surcharge included) plus a standalone electrical permit, filed with two copies of a sketch showing the work, materials, and dimensions — no architect and no full plan-review submission required, unlike the other three services here. Habitable space needs a 7-foot ceiling minimum, matching Burnsville and higher than the 6-foot-4 that Richfield and Apple Valley allow, and any habitable room needs at least 70 square feet of floor area with no dimension under 7 feet.
